<br />. <br /> <br />. <br /> <br />. <br /> <br />Western States Water Council <br />Executive Committee Minutes <br /> <br />Seattle, Washington <br />July 14, 2005 <br /> <br />water in the Governor's summit on sustainability. The date has not yet been determined for this <br />meeting. <br /> <br />Herb then suggested that "augmentation" is going to be really important. The term <br />augmentation was described to include: weather modification, desalination, new supplies, and <br />management. Hal asked the subcommittee to meet and have some recommendations regarding the <br />issues to bring before Governor Napolitano for discussion at the Full Council meeting on Friday. <br /> <br />B. Other Matters <br /> <br />Shaun McGrath pointed out that the WGA's water policy resolutions adopted in June are <br />included in the briefmg book under Tab O. He noted that the water quality recommendations that the <br />Council forwarded to the governors were accepted with some minor tweaking in one case. The <br />governors very much appreciated the Council's work on that resolution. <br /> <br />He also mentioned that with respect to ESA, the governors continue to push for some changes <br />to the Act with regard to recovery. Congressman Pombo is getting ready to introduce a bill, but it <br />looks like it will go further away from the middle than where our governors are. The <br />environmentalists are really beginning to gear up for battle on the proposed legislation. Right now, the <br />governors are stepping back and waiting for that battle to clear, and then they will try to push for the <br />moderate changes they are advocating. <br /> <br />Regarding energy, the governors are still very much focused on the energy issues that <br />Governors Richardson and Schwarzenegger had forwarded. The National Renewable Energies Lab <br />had a workshop that WGA was invited to participate in last spring. It was on energy-water nexus. <br />They want to engage the governors further on that issue. Pam Inmann, WGA Executive Director, <br />suggested this ought to be done through the Western States Water Council. I've talked to Craig about <br />this and there is some interest to do that. NREL would like to put together a panel for discussion at the <br />October meeting to talk about the energy-water nexus, in terms of water production and the energy use. <br />There may even be a joint water resources/water quality discussion. <br /> <br />Invasive species is another issue raised. WGA is receiving a grant from NOAA, and in their <br />proposal they included the Western States Water Council. Hopefully, the Council is still able to <br />contribute to this project. WSWC volunteered Tony's time and both Texas and North Dakota had <br />volunteers. The work group will be established toward the end of the year, and should be up and <br />running at the beginning of 2006. <br /> <br />SUNSETTING POLICY POSITIONS <br /> <br />Chairman Hal Simpson stated that in Tab C, the second paragraph of the memo from Craig <br />dated July 5 2005, describes the positions that are scheduled to sunset. The paragraph reads as follows: <br /> <br />. . . the Executive Committee determined that it will recommend to the Council that positions <br />239, a letter expressing interest in legislation dealing with the conservation and management of <br /> <br />5 <br />
