Western States Water Council
Executive Committee Minutes

Seattle, Washington
July 14, 2005

.

WASHINGTON

Stephen Bernath

WYOMING

Sue Lowry

STAFF

D. Introductions were made around the table. The Executive Committee meeting was held in the
Orcas Room at the Red Lion Hotel on Fifth Avenue.

.

APPROVAL OF MINUTES

The minutes of the meeting held in Boise, Idaho on April 21, 2005 were moved for approval.
A second was offered and the minutes were unanimously approved.

REPORT ON BUDGET AND FINANCES

Craig was asked to report on the budget and finances for the Council. Roger Patterson was
unable to attend the meetings. Craig reported that, as was contemplated for this year, the Council
would be well under its budget by the end of its fiscal year, June 30, 2005. All Council members had
paid their dues, with the exception of Alaska, which continues to face a moratorium on dues to out of
state organizations, except to the extent the Governor makes an exception. Consistent with the decision
at the Boise meetings, dues had been established for FY2006 and FY2007 at the current level of
$25,000 per state. Sue Lowry asked about the outlook for dues in FY2008. Wyoming's legislature
meets on a biennial basis, and so that information will be useful. Karl Dreher suggested that Wyoming
may wish to ask for as much as a $5,000 increase, with the understanding that they would be covered
in the event of a dues increase.

Craig was asked a question about protected reserves.

.

2
