<br />Western States Water Council <br />Water Resources Committee' Minutes <br /> <br />Boise, Idaho <br />April 21, 2005 <br /> <br />. <br /> <br />Tom Maddock asked: "What is the Committee going to do?" <br /> <br />Pat added that Senator Domenici made a reference to a bill on technology centers. "I'm not <br />sure about the rest of it. We need a continuing dialogue with staff." <br /> <br />Mike O'Neill (USDA) stated Domenici had introduced a bill to study the nexus between water <br />and energy, with DOE taking the lead. <br /> <br />Craig Bell commended Pat for doing a really good job on short notice. The Conference was <br />very well attended, and was more informal than a hearing. "We will follow up on further steps." <br />They do intend to spend more time on drought, which was not addressed. <br /> <br />Craig added, "I participated on the federal and Indian reserved rights panel. We've had a <br />consistent position over the years with respect to support for settlement teams and funding settlements." <br />However, the federal policy in the past has led to conflicts between Indian and non-Indian uses. We <br />again raised the idea of a settlement fund. for related obligations of the U. S. <br /> <br />Questions and Answers <br /> <br />John Utton asked about a Domenici proposal on settlement funding that is no longer available. . <br /> <br />Craig explained it was about budget caps, which have expired. <br /> <br />Jim Davenport: "We may want to have an opinion on his water research proposal." <br /> <br />Dave Pope: "Makes sense to me." <br /> <br />Tony Willardson suggested perhaps the Data Management subcommittee address the issue. <br /> <br />Pat added that Chairman Domenici definitely wants DOE to take the lead, so we should put <br />someone from New Mexico on that group. <br /> <br />REVISED 2005 WATER RESOURCES COMMITTEE WORK PLAN <br /> <br />Dave Pope explained that given the SLC September Workshop discussions, we have revised the <br />Committee Work Plan and Subcommittees. He reviewed the work plan and changes since the last <br />meeting, specifically mentioning LANDSAT. <br /> <br />Karl mentioned ET and North America truth applications using CEBOL in the Bear River basin <br />show great promise. However, it relies on NASA data from LANDSAT and NASA's position is that <br />there is no significant federal application. <br /> <br />. <br /> <br />6 <br />
