<br />Western States Water Council <br />Full Council Minutes <br /> <br />Boise, Idaho <br />April 22, 2005 <br /> <br />. <br /> <br />Dave also noted that following the Salt Lake City workshop last September, there were a <br />number of priorities established for the Council. Three relate to work by the Water Resources <br />Committee - water conservation, data and water management and funding needs. The Committee <br />work plan has be~n redefined and subcommittees reviewed accordingly. <br /> <br />Further, it was determined the Council would hold Wednesday morning workshops on these <br />topics in coordination with the regular Council meetings. The Committee proposes that a separate <br />meeting on data issues related to USGS and streamgaging be held in San Antonio, and perhaps move <br />the financing discussion to the summer meeting. Jeanine Jones also thinks a half day is not enough. <br /> <br />Sue Lowry added that another possibility is to have a day and a half workshop in Salt Lake or <br />Denver. Tom Maddock suggested staying with the half day workshop in conjunction with the <br />meetings, and later follow up if needed. Karl Dreher agreed. "Let's get as much as you can done, and <br />follow up with a separate meeting if necessary." Pat Tyrrell agreed. "Let's kill these things one at a <br />time." Dave concluded then that there may also be a Fall symposium on streamgaging - with other <br />cooperators. Hal suggested the meeting fall in the November to December timeframe. <br /> <br />C. Legal Committee <br /> <br />. <br /> <br />There were no action items to be reported. <br /> <br />D. Executive Committee <br /> <br />Hal reported that the Council's budget had been approved as presented. It added that the WGA <br />is meeting June II-14th for its Annual Meeting in Breckenridge, Colorado. The Council is again <br />cosponsoring with the Native American Rights Fund (NARF)an Indian Water Rights Symposium in <br />Moscow, Idaho on September 14-16, 2005. Lastly, he noted that the Seattle meetings will be a special <br />40tl1 Anniversary Commemoration. <br /> <br />STATE REPORTS <br /> <br />Nevada <br /> <br />Roland Westergard reported that there were a lot of water bills in the legislature. An interim <br />water oversight committee has been suggested to oversee the office of the state engineer. He <br />questioned the need for political oversight to expedite decisions. He thinks it would be <br />counterproductive. Hugh Ricci, the current state engineer, has pointed out the legislature already has <br />oversight. There is another bill to adjudicate water rights in any basin before transfers are approved (in <br />response to Las Vegas filings for water rights in some basins). A hearing on oversight and the public <br />interest has been pushed by environmentalists, but some rural representatives and others are opposed to <br /> <br />10 <br /> <br />. <br />
