<br />. <br /> <br />Western States Water Council <br />Water Quality Committee <br /> <br />Boise, Idaho ' <br />April 21, 2005 <br /> <br />proposed revisions. The last version submitted by the subcommittee was dated March 15, and was <br />included in the briefing book. Subsequent to the March 15 draft, the New Mexico water quality <br />office and Norm Semanko from Idaho Water Users Association suggested further revisions. <br /> <br />On direction of the Executive Committee, the Subcommittee held a conference call on April <br />18 prior to the Boise meeting in order to try and work out additional changes. As a result of the call, <br />New Mexico and Idaho both dropped some of their concerns and some concerns were addressed <br />through additional proposed revisions. <br /> <br />Stephen Bernath motioned that the Committee recommend to the full Council adoption of <br />the revisions as drafted in the April 18 conference call. Tom Stiles seconded the motion. <br /> <br />Mark Pither offered a friendly amendment to change the word "obtained" to "attained" in <br />A.8. The friendly amendment was accepted by the makers of the motion. <br /> <br />The motion was unanimously adopted. <br /> <br />Other WGA policies: <br /> <br />. TMDLs Resolution - Paul Prohardt said the subcommittee concluded the WGA resolution <br />was no longer needed as a stand alone. Instead, the subcommittee had incorporated key paragraphs <br />from the policy into the Arid West Water Quality policy, and suggested allowing the TMDL policy <br />to sunset. <br /> <br />Hydropower Resolution - Paul Prohardt and Shaun McGrath said the subcommittee <br />recommended keeping this policy active. Stephen Bernath spoke in favor of that position. <br /> <br />SDW A-Shaun McGrath said the WGA staff council had discussed this policy and agreed <br />to keep it active. The Committee agreed with this conclusion. <br /> <br />WSWC policy on Clean Water Act - Paul Prohardt said he wants the Committee to discuss <br />a process for updating the policy, and discuss the policy itself, e.g. what issues should be included <br />in the policy. The first question is whether the Council should continue to have a policy on CW A? <br />And if so, what level of detail? Should it be a parallel document to WGA, or go into more specific <br />detail? <br /> <br />Toni Hardesty asked what the outlook for reauthorization is. Paul Prohardt said he did not <br />think major reauthorization was very likely. However, the Committee may want to have broader list <br />of issues included in case something comes up. <br /> <br />. <br /> <br />Mark Pither - ASWIPCA has list of 10 issues that they are focusing on.
