<br />Western States Water Council <br />Water Resources Committee Minutes <br /> <br />Boise, Idaho <br />April 21, 2005 <br /> <br />. <br /> <br />Weir LaBatt: "What is the cost?" <br /> <br />Kevin: "$12.8M for one spill bay. The economic return may be $12-22M/year." All the dams have <br />fish ladders. The weirs are for downstream migration of smolts. <br /> <br />USGS COOPERATIVE WATER PROGRAM UPDATE <br /> <br />Kathy Peters, USGS District Chief, briefly described Northwest snowpack and streamflow <br />records, noting thatthe snowmelt is coming earlier each year. They have similar 'analysis going on in <br />Idaho, and there are implications from climate change for other states. She described USGS <br />Streamstats online applications and geographic information used to predict flows with regression <br />equations ~ annual peak flows, low flows, seasonal and monthly flows. She provided some handouts. <br />Now you can do the math in minutes to size culverts, etc. Since September, Idaho has saved tens of <br />thousands of dollars using USGS methods. It provides error and other information. It is one byproduct <br />of the long-term streamgaging network. She referenced an article on the program and the erosion of <br />streamgaging stations as federal costs continue to increase. The philosophy seems to be to shift costs to <br />the end user, but there are many small cooperators. <br /> <br />Sue Lowry added that in a March 9 cooperators meeting with USGS and ICWP in Washington, . <br />D.C. there was agreement that flat funding is not ok. The WSWC has tried to influence the USGS <br />budget. A number of organizations have joined to try to form a coalition to encourage greater funding <br />that includes ICWP, WSWC, flood plain managers, etc. We will be working on date for a conference <br />call before the Seattle meeting on a possible strategy.
