Briefing Books for Breckenridge, Colorado Council Meetings and Minutes

Enclosed please find the briefing book for our meetings in Breckenridge, Colorado which will
begin Wednesday morning, July 19 with a roundtable which will focus on common interests and budget
priorities, with a particular emphasis on priorities relative to the recommendations in the report the Council
prepared for the Western Governors' Association entitled "Water Needs and Strategies for a Sustainable
Future." The briefing book includes agenda and a schedule of meetings. We look forward to an interesting
an productive workshop.

This also applies with regard to our other meetings. We have a number of special guests, including
various policy level representatives within the Administration and Congress. You will note several
references to "discussions," so we hope you have the chance to review the materials in advance.

We are also enclosing the minutes from the previous Council meeting held in Washington, D.C. for
review and approval. Also included in tab XYZ, you will find sunsetting positions for the upcoming 2006
fall meetings for your review.

We look forward to seeing you in Breckenridge. In the meantime, if you have any questions
