Amendment to Agreement for the Utah Local Governments Trust <br /> <br />Craig noted that under Tab XYZ there is a cover letter from the Utah Local Governments Trust. <br />He described that the nature of the letter concerns the Council staff's insurance coverage. The Utah <br />Local Governments Trust requires that the change be adopted. It is not discretionary. The changes don't <br />appear to be substantive. However, the Council must prepare a resolution stating that they are in <br />agreement that these changes are appropriate and they agree with them. A resolution has been prepared. <br />Craig summarized the changes. <br /> <br />Phil Ward moved the resolution be adopted. Rod Kuharich seconded the motion. The motion <br />was unanimously approved. <br /> <br />B. BOR "Managing for Excellence" Action Plan and Action Items <br /> <br />Craig Bell described the Bureau of Reclamation's new "Managing for Excellence" Action Plan <br />and Action Items document, and passed them out to attendees. <br /> <br />The Bureau wants to hold a meeting towards the end of April to discuss the document that came <br />out from the National Research Council about the way the Bureau does business. The Bureau is looking . <br />for groups to provide input and be part of a working group. The Council has been asked to participate. <br />The meeting would provide the Bureau with feedback on the NRC report. Much of the report deals with <br />internal management of the Bureau. However; there are some ofthe action items that line up with the <br />Council's interests. NWRA is clearly interested and they have invited the Council to help cosponsor a <br />meeting in which the Bureau would be provided a forum to receive feedback. <br /> <br />A motion was presented to participate with the NWRA. The motion was seconded by Herb <br />Guenther. <br /> <br />Duane Smith stated he believes it is important for the Council when the Bureau or the Corps or <br />USGS request the Council to participate, particularly if it is just to help sponsor a meeting. <br /> <br />Sue Lowry commented that it has been a very frustrating experience with the Bureau over the <br />last few months with respect to taking a leadership role on the "Bridging-the-Headgate" or field services <br />piece of their operations. Some ofthe dysfunction appears to stem from the Denver office. Allen Powers <br />was a good conduit, but that level of communication has really fallen down and it appears the Bureau is <br />not willing to participate as co-chair. Much ofthe work of keeping the group going has fallen to the <br />NRCS. This seems to be an appropriate issue that fits within the "Managing for Excellence" action <br />items, although 2025 seems to have trumped everything in this area. <br /> <br />C. Sunsetting Positions for 2006 Summer Meeting <br /> <br />A suggestion was made to assign the various committees in advance of sunsetting positions so <br />they can look at them prior to the meetings and be prepared in the event a position needs to be updated or <br />advanced. <br /> <br />. <br /> <br />7 <br />
