Please see the attached project summary and <br />map. <br /> <br />BackQround <br />The DCC, located in Delta County, operates the Delta Canal for the benefit of its shareholders by <br />providing delivery of water for irrigation within a 180-acre service area. The canal is located about <br />1 mile south of Delta and receives water from its headgate on the Uncompahgre River. The <br />Company rehabilitated the headgate and diversion several years back, and have since had the <br />NRCS evaluate the canal, which consists of about 2.5 miles of earth ditch in poor condition. The <br />canal banks are sloughing, and there is a significant leakage problem. The DCC plans to <br />rehabilitate the canal under the salinity program, by lining it with concrete. Construction needs to <br />start in fall 2002 to retain federal cost share funds for the project. Delaying the project a year <br />would cause undue financial hardship on the water users. <br /> <br />Feasibility Studies <br />The Natural Resources Conservation Service (NRCS) has provided a preliminary engineering <br />evaluation and cost estimate for rehabilitation of the canal. The feasibility study was completed by <br />the DCC with input from the NRCS and includes an evaluation of alternatives available for <br />rehabilitation of the canal. <br /> <br />The Delta Canal Company <br />The DCC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado, There are 15 shareholders and 202 shares of stock. The DCC has the power to set <br />annual assessments to be paid by the shareholders and the power to refuse to deliver water to <br />shareholders that fail to pay their assessments. <br /> <br />Water RiQhts <br />The DCC owns water rights totaling 26.92 cfs from the Uncompahgre River with appropriation <br />dates ranging from 1882 to 1888. Average total diversions are about 1620 acre-feet per year. <br />
