The estimated total cost of the
project is $131,667. Please see the attached project summary and map.
Backaround
The CMDRC, located in Delta County, operates the Cedar Mesa Reservoir for the benefit of the
shareholders by providing irrigation water from storage to a service area on the Cedar Mesa, east
of Cedaredge. The Cedar Mesa Reservoir is located on Grand Mesa, about 12 miles north of
Cedaredge. The reservoir can store 903 acre-feet, and is formed by a dam 47 feet high and 1,250
feet long. The dam was constructed prior to 1900 and has been repaired a number of times over
the years. In June 2000 the State engineer's Office identified seepage on the downstream slope
of the dam, and imposed a restriction of storage.
CMDRC needs to rehabilitate the downstream slope of the dam to control seepage and reduce
the possibility of a sliding failure of the slope. The Company has tentatively scheduled the work to
be completed in fall 2001. If the project is not completed in fall 2001, the reservoir can not be used
to capacity in spring 2002, and the Company will not be able to provide full water delivery to its
shareholders. The CMDRC is eligible for a loan from the Small Project Loan Account, since
delaying construction until summer or fall 2002 would result in a hardship on the Borrower.
Feasibilitv Studies
R. Michel Smith P.E., and Derek Wittwer P.E. of Knight Piesold have completed the feasibility
study incorporating information provided by the CMDRC and earlier engineering studies. The
study includes an assessment of alternatives available for rehabilitation of the Cedar Mesa Dam.
Cedar Mesa Ditch and Reservoir Company
CMDRC is a mutual ditch company and a non-profit corporation registered in the State of
Colorado. There are 24 shareholders and 400 shares of stock. The CMDRC has the power to
set annual assessments to be paid by the shareholders, the power to cut off water deliveries to
shareholders that fail to pay their assessments, and the power to acquire and sell the shares of
delinquent shareholders.
Flood Protec[ion • Water Project lanning and Financing • S[ream and Lake Pro[ection
Water Supply Pro[ection .
