The loan is for rehabilitation work on the Cedar Mesa
Dam.
The Board approved a Small Project Loan from the Construction Fund in a maximum amount of
$100,000. The loan terms are 3.5% for 30 years, 3.25% for 20 years, or 3% for 10 years, at your
option. I have attached a copy of the updated Board memo concerning the Cedar Mesa Ditch and
Reservoir Company. Please refer to page 4 of that memo and to the section "Action taken by the
CWCB July 23, 2001."
When the Board approves a Small Project Loan there remain several conditions:
a) A Feasibilitv Studv is repuired. John Van Sciver has reviewed the study titled "Feasibility of
Construction of Chimney and Toe Drains af the Cedar Mesa Dam" by R. Michael Smith P.E. of
Knight Piesold and Company. The report meets the requirements of the CWCB Construction
Fund Guidelines for feasibility studies.
b) An approved contract must be in olace before funds can be advanced. Jan Illian has placed
this project on our contracting "hot list" and has initiated the loan contracting process. I
understand the project will be constructed in fall 2001, and that the Company will need funds to
pay contractor bilis on or about October 1, 2001. Our goal is to have the loan contract signed
by all parties to meet these scheduled dates.
c) You must adhere to the CWCB Desiqn and Construction Administration Procedures. Tim
Feehan will contacted you regarding the CWCB requirements concerning project bidding,
design, and construction. Tim will make construction inspections, which will be the basis of the
monthly pay estimates for disbursement of your loan funds.
d) You must adhere to the CWCB Guidelines for Financial Assistance.
Flood Protet[ion • Water Projec[ Planning and Financing• Stream and Lake Protection
Water Supply Pro[ection .
