.

.

.

ability to pay". At the November 2000 CWCB meeting, the Board approved the
Company's request that the $1.0 million authorization be extended for another year.

The Company retained W.W, Wheeler of Englewood to conduct a second feasibility
study to consider alternatives not presented in the 1993 study and to respond to a request
by CWCB staff to provide additional cost and financial information in order to address
the Board's conditional approval described above. The second study was submitted to
staff in October 2000. Staff has reviewed the study and believes thaJ it provides adequate
information for a finding of feasibility for the rehabilitation project.

Jackson Lake State Park is located on the west shore of Jackson Lake. Nearly 300,000
people visit the Park annually. The park has a four-lane boat ramp, a small shoreline
marina, a campground with 262 campsites and 60 picnic sites, Recreational activities at
the Park include swimming, boating, camping, fishing, hunting and wildlife viewing.

Proiect Description

The purpose of the proposed project is to provide renewed slope protection on the
upstream face of the dam. The existing concrete slabs have deteriorated over time and the
Company has had to overlay a number of the slabs, The tremendous wave action on the
dam along with the effects of freezing and thawing and the normal deterioration expected
with time have all contributed to the deterioration of the concrete.

.

The dam is not currently under restriction by the State Engineer's Office (SEa) but the
SEa has indicated concern about the dam facing, The company is voluntarily limiting
storage height in the reservoir during the winter months,

The major project feature is new soil cement facing about three to four feet thick running
about 8,100 feet for 70% of the length of the dam embankment. The facing will extend
from several feet below the dam embankment base to about one foot below the dam crest.
Existing concrete panels will be left in place but the work includes investigations as to
the integrity of the embankment behind the existing panels. The design is subject to
review by the SEa.

The total estimated cost of the project is $3.0 million. The implementation schedule calls
for construction to take place from the middle of August through the end of October of
2001.

A Corps of Engineers 404 Permit may not be required since the project amounts to
maintenance of an existing structure. If a permit is required, a nationwide permit may be
requested,

Lease Agreement

.

A 30-year lease agreement between the Company and Parks was executed on May 26,
2000 for the use of recreational lights associated with Jackson Lake, The agreement is

2
