<br />This letter is to advise. you that the work described' in the above referenced Contract was substantially completed as of
<br />April 1, 2003.

<br />In accordance -with the Contract, the City of Idaho Springs owes $86,999.67 for interest during construction, as
<br />. calculated on the attached spreadsheet, due on May 23, 2003, Make your ch""k for interest during construction payable to the .
<br />Colotado Water Conservation Board and include the Contract Number on the check.

<br />Ail outlined in the Promissory Note, AppendiX 2 of the ContIael, your first loan payment in the amount of$76,573.25 is
<br />due on April 1, 2004, A prepayment of $18,559,13 haS been applied to your principal balance. to account for the actual funds
<br />expended to construct your project. Please see the attached RePayment Schedule and a copy of the Promissory Note.

<br />In accordance with the Borrower's Liability Insurance Provision of the Contract, Paragraph A,6, please note that the
<br />renewed insuiance certificates need 10 be provided 10 the Colorado Water Conservation Board annually.
<br />
