<br />Metro Basin Roundtable <br /> <br />July 18, 2007 <br /> <br />Mr. Rick Brown <br />Section Chief, Intrastate Water Management & Development <br />Colorado Water Conservation Board <br />1580 Logan Street, Suite 600 <br />Denver, CO 80203 <br /> <br />Dear Mr. Brown: <br /> <br />The Metro Basin Roundtable (BRT) has determined that the issue of waste stream discharge <br />from reverse osmosis water treatment is an important issue facing not only the Metro Basin, but <br />many Front Range water providers in the South Platte and Arkansas Basins. In addition, the <br />discharge of waste streams from coal-bed methane wells is an issue of concern throughout the <br />state. Zero liquid discharge of these waste streams will be necessary to meet not only the water <br />supply gap as identified in the Statewide Water Supply Initiative (SWSI), but many of the <br />identified projects and processes that involve the reuse of legally consumable return flows. <br />However, while zero liquid discharge has been used in certain industrial processes, it has never <br />been demonstrated on a significant scale for use by water providers. This study will provide <br />information on the technical feasibility, costs, operational considerations, and energy <br />consumption of several zero liquid discharge processes for the treatment of reverse osmosis <br />water treatment concentrate waste steams. <br /> <br />At the July 11, 2007 Metro BRT meeting, the membership voted to recommend funding for the <br />East Cherry Creek Valley Water and Sanitation District (ECCV) Zero Liquid Discharge Pilot <br />Study. The BRT recommended that $200,000 of the project cost be allocated from the Metro <br />Basin Water Supply Reserve Account and $200,000 from the Statewide Water Supply Reserve <br />Account. Since this project is of statewide benefit, the Metro BRT thought that a significant <br />amount of funding should also be provided from the statewide account. The remaining project <br />costs are to be funded by a $55,000 match from ECCV and a $20,000 from the South Metro <br />Water Supply Authority. There was a quorum present at the July meeting and the <br />vote was unanimous in favor of the funding request for the ECCV Zero Liquid Discharge Pilot <br />Study. <br /> <br />The application and supporting materials for this project will be provided directly to you by ECCV.
