<br />Water Supply Reserve Account - Grant Application Form <br /> <br />Form Revised October 2006 <br /> <br />report by RESOURCE. The total cost for completing this study is $50,000. The District plans to <br />cover $25,000 of these costs and is requesting a CWCB grant to fund the remaining $25,000. <br />This report will provide a valuable tool for a number of public and private entities in the Roaring <br />Fork Valley. Specifically, the report will accomplish the following: <br /> <br />· Help the District assess its ability to adequately augment water allotment contract holders <br />on Missouri Heights. <br />· Assist the Division of Water Resources in administering and protecting vested water <br />rights on or influenced by Missouri Heights, including Colorado Water Conservation <br />Board instream flow water rights on the Roaring Fork River. <br />· The report will be made available to the Missouri Heights Well Users Association and <br />other private well owners. It will facilitate planning for future development and water use <br />on Missouri Heights. <br /> <br />Study Area Description <br /> <br />Missouri Heights is located on a broad mesa approximately 5 miles from Carbondale, Colorado, as <br />shown in Figure 2. The mesa is characterized by rolling topography and is perched over 500 feet <br />above the valley floor. It is tucked between the Roaring Fork River and Cattle Creek and spans <br />both Garfield and Eagle Counties. Missouri Heights is shown in detail in Figure 3. Historically, this <br />area was occupied by a small number of ranches that used irrigation water to raise pasture grass <br />and cattle. Irrigation water was collected from surface diversions, transbasin diversions from <br />Cattle Creek (e.g. the Mountain Meadow Ditch, Park Ditch, Needham Ditch), Spring Park <br />Reservoir and wells. In recent decades some of these ranches have been sold, split into smaller <br />parcels and then developed into subdivisions, small ranchettes and individual homes. A rise in <br />housing density associated with subdividing historic ranches has led to increased water demand. <br />This demand has been met by reallocating historic supply sources and developing new wells, <br />thereby increasing groundwater withdrawals. <br /> <br />13 <br />
