<br />The By - Laws of the RGRT require a simple majority vote of those M embers present for <br />any a ction to be tak en by the Roundtable. The vote was unanimous in favor of this project <br />moving forward for funding . <br /> <br />As stated above, t he RGRT has determined that the single, most critical water issue <br />confronting the Rio Grande Basin is the current unsustainable managemen t of surface and <br />ground water. This project supports the broader efforts of the Rio Grande Water Conservancy <br />and other parties in the San Luis Valley in addressing this critical issue by improving the <br />functions of the Alamosa River. Like the Rio Grande, the Alamosa River is over appropriated . <br />The Project addresses the restoration of riparian corridors, the improvement of water quality <br />by reductions in sediment loadings, improved irrigation water delivery, contributing to <br />additional recharge of the basin’s aquifers, and the potential to raise groundwater water levels. <br />As an additional significant benefit, the Project will reduce the potential for the flooding of the <br />community of Capulin, Colorado, by improved utilization of the historic floodplain . <br /> <br />By th is letter, I am forwarding the application and supporting materials for the subject project . <br />If you require additional information, please notify me accordingly. <br /> <br />The RGRT appreciates the support of the Department of Natural Resources, the Colorado <br />Water Conservation Board and the Interbasin Compa ct Commission in assisting in meeting <br />the needs of all users of Colorado’s water and in fostering intrabasin and interbasin <br />communications and discussions. <br /> <br />Sincerely , <br /> <br /> <br /> <br />Mike Gibson <br />C hair, Rio Grande Basin Rou ndtable <br /> <br />Enclosures ( 1 ) <br /> <br />C: Alamosa River Foundation <br /> SLV Resource, Conservation & Development Council <br />Page 3 of 3 <br />
