<br />Proiect Detail <br /> <br />The Median Household Income of Goodman Point residents is $36,435 (below the <br />RD defined state poverty level of $39,834). For this reason, as well as the great <br />distance between residences at Goodman Point, it is very important to the success of <br />the project that a substantial portion of the project be in the form of grants. <br /> <br />The Preliminary Engineering Report estimates the project cost to be approximately <br />$2,032,580. GPW A has tentative funding approval from Rural Development for <br />$1,522,580 via grant, and $250,000 via loan, for a total of $1,772,580. Based on RD's <br />rules and regulations, this loan amount is the maximum amount allowable for <br />GPW A. This leaves $260,000, or 12.8% of the project cost to fund the project. With <br />the tap and installation fee of $5,700, and each tap subscriber also responsible for <br />$7,575 in loan principal, the responsibility of GPW A members is $13,275 per tap. <br />This is much higher than the state average for acquiring a domestic water tap. <br />However, we are committed to this project and this cost. GPW A asks that the <br />Southwestern BRT approve this request, so that it can compete at the state level on <br />its own merits. <br /> <br />Considering the monthly loan amortization cost of $46.50 to tap subscribers, and a <br />projected average monthly water bill from Montezuma Water Company of $40.55, <br />plus a monthly GPW A assessment of approximately $10.00, the monthly cost of <br />water per tap will be about $97.00. (GPWA fees are primarily to cover insurance <br />requirements and routine administrative costs). The only source of income to <br />GPW A is via assessments on the membership. GPW A will receive no income from <br />Montezuma Water Company. <br /> <br />In the fall of 2006, the GPW A Board commissioned an Environmental Report and <br />Preliminary Engineering Report. These completed reports were funded by Rural <br />Development, Southwestern 1177 BRT, and the Southwestern Water Conservation <br />District. The reports cost $30,400. These reports (and grant application) are <br />available on-line and can be downloaded and printed for study and review. It is <br />recommended that these reports be reviewed in conj unction with the grant request <br />as a substantial amount of the information requested in the grant is contained in the <br />ER and PER (the Archeological Report is considered part of the ER). MWC lines have <br />sufficient volume and pressure to accommodate a 9.6-mile expansion of 4" line, <br />called for in the project.
