<br />This project can be built with the funding requested. No further studies are needed <br />prior to construction, and no additional steps are required prior to taking bids, <br />obtaining right of way, starting construction, etc. <br /> <br />4. How does the proposal envision and anticipate support from its beneficiaries or <br />from other sources in addition to the funding requested here? Does a loan reasonably <br />address the needs of the applicant or, with a grant, should a condition be added to assess <br />the future project status or ability to repay a portion of the grant? <br /> <br />The Goodman Area Association subscribers are committed to paying over $10,000 <br />in water tap fees and Rural Development loan repayments. <br />In addition, this project has letters of support from: <br />o U.S. Senator Wayne Allard <br />o U.S. Senator Ken Salazar <br />o Colorado Representative John Salazar <br />o Montezuma Water Company Board of Directors <br />o Montezuma County Board of Commissioners <br />o $1,772,580 in grants and loans from Rural Development <br /> <br />Rural Development is providing the maximum loan amount GPW A can absorb <br />consistent with RD's rules and regulations. As the residents of this area are below <br />the state-defined poverty level, a future assessment of ability to repay a portion of <br />the grant does not seem feasible. <br /> <br />5. What is the ability of the sponsor to pay for the project? Are there supporting <br />factors which overcome the sponsor's inability to pay? (These could be related to basin <br />water needs and compact considerations). <br /> <br />The sponsor is committing all the available resources it can afford, given that the <br />Association's members are below the state-defined poverty level. <br />Each tap holder is committed to paying over $13,000 in taps and RD loan <br />repayments. <br /> <br />6. Are there alternative sources of water or alternative management ideas which <br />should be considered? Are there existing water rights conflicts on the source water for <br />this project which need to be discussed? <br /> <br />There are no other alternative sources of water for this project. Extending <br />Montezuma Water Company's lines is the only practical alternative. Refer to the <br />Preliminary Engineering Report and Environmental Report for a detailed <br />discussion of alternatives. There are no conflicts on the water source as Montezuma <br />Water Company currently is using only 3% of its existing water rights. <br /> <br />7.
