For Applications that include a request for funds from the Statewide Account, describe how the water <br />activity meets the Evaluation Criteria. See Part 3 of Criteria and Guidelines. <br /> <br />Specific Criteria addressed in the Guidelines are: <br />1. The reservoir project can address South Platte Basin Issues on a regional level. It would promote <br />cooperation and collaboration among water users from the lower end of the river all the way up to the Front <br />Range. There are potential partnering opportunities with the State of Colorado which will be explored <br />through CWCB. It develops water supplies in the eastern plains without impacting other basins. The <br />support of SPWRAP demonstrates the basin-wide cooperation this project could foster. <br />2. The project can provide a sustainable water supply to help irrigated agriculture. Additional benefits that <br />could be provided include environmental enhancement of stream reaches within the State that may assist <br />species of concern. <br />3. The applicant has demonstrated their commitment to the project by raising $lMM dollars to purchase the <br />assets from GASP. Funding from this account will help move the project to a stage where final institutional <br />agreements can be negotiated and implemented. The fact that CWCB has committed $500,000 to study <br />policy issues from a separate account demonstrates the importance of moving this project forward. <br />4. The applicant has the support of numerous agencies and outside consultants with experience in planning, <br />designing and implementing water projects. <br />5. The administration of the South Platte River is changing. A new storage project can only help add <br />opportunities for better river management to address changing needs. This project will make new water <br />available for Colorado purposes. <br />6. The project could function to assist in managing the South Platte Compact. <br />7. The water project will be evaluated for assisting in protection of endangered species and species of concern. <br /> <br />5 <br />
