<br />Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br /> <br />8. Additional Information - If you feel you would like to add any additional pertinent information please <br />feel free to do so here. <br /> <br />This application is asking for favorable consideration based on the following merits to the project: <br /> <br />1. It has huge potential to promote collaboration and cooperation among many water interests. The District 64 <br />Reservoir Company has already demonstrated their willingness at cooperation and collaboration when they <br />were formed. Many recharge projects that would have been affected by this water right have now become <br />shareholders in the project. Ovid Reservoir has subordinated to these junior water projects (many of these <br />projects were loaned money through CWCB) which will keep them operating. This reservoir also offers <br />many opportunities to the State of Colorado as a participant. It is the intent of the applicants working in <br />cooperation with CWCB to identify a partnership structure that is effective. <br />2. The Ovid Reservoir Project has huge potential to benefit many water needs in the State of Colorado. This <br />funding will help in addressing critical policy, technical, financial and legal issues that need answers to help <br />form the partnerships that are envisioned. The applicant has already committed and spent considerable <br />funding to secure title to the assets (property, engineering documents, water rights, legal advice). The <br />District 64 Reservoir Company has been and will continue to be an active participant with water users <br />groups (SPWRAP, etc.) that may consider this project. The owners are primarily farmers and small water <br />providers, and do need some fmancial assistance to get completed studies in place. Economically, it will be <br />difficult for District 64 to build this project if the only purpose will be for serving augmentation water for <br />agricultural uses. The water decree is very flexible and allows for other beneficial uses.
