Water Supply Reserve Account – Grant Application Form <br />Form Revised May 200 7 <br />_______________________________________ <br /> <br />We, the applicants, trust that this water activity shall undergo an evaluation by and (we hope) be approved <br />by the Rio Grande Basin Roundtable an d , once approved, we anticipate that it will include a <br />description of the results of the Rio Grand Basin Roundtable’s evaluation and approval of the activity , <br />including the level of agreement reached by the roundtable, and any minority opinion(s) if there was <br />not general agreement for the activity. We anticipate that the description will also include reasons why <br />general agreement was not reached (if it was not), and who opposed the activity and why they opposed <br />it. <br /> <br />4. The water activity meets the provisions of Section 37 - 75 - 104 (2), Colorado Revised Statutes. <br />The requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br /> <br />This water activity meets the provisions of Section 37 - 75 - 104 (2) (c), C.R.S. in that we have <br />actively sought the input and advice of all local affected county and municipal governments, <br />including Conejos County Commissioners, and affected town councils in the watershed. We <br />especially have focused on the community of Guadalupe where the memory of two feet of <br />water down mainstreet are still vivid. We have consulted the Division of Wildlife, the Rio <br />Grande Water Conservation District, and Alamosa Riverkeepers. All land owners and priority <br />shares on our two ditch companies are aware of this problem and are loo king forward to the <br />solution of a problem we all know too well. All previous make - shift home - grown and <br />spontaneous measures taken over the years by land owners along this stretch of the Conejos <br />have tried stop - gap measures to prevent erosion of the north bank of the Conejos, to no avail. <br /> We now are looking forward to implementing this proposal, as it will finally establish a stable <br />channel, using a proven technology which we all know works. <br /> <br /> <br />3. See P art 3 of Criteria and Guidelines. <br /> <br />Although we are applying for funds from the SB179 Rio Grande Basin account, this application form is new, and, in <br />compliance with the former “locked” form of this application form, we have actually addressed every one of the <br />Evaluation Criteria – so we include this work here, and ask that it be considered on the basis of its merit, since it <br />goes beyond the new form’s requiremen ts. <br /> <br />EVALUATION CRITERIA – Part 3 <br /> <br />Promoting Collaboration and Cooperation <br /> <br />a. The Romero - Guadalupe Channel Rectification Project addresses multiple consumptive and non - <br />consumptive needs of the Romero Irrigation Company and the Guadalupe Main Ditch Company, <br />as well as the Conejos River. We are two of the oldest ditch companies in Colorado, representing 58% <br />of all number - one priority water rights on the Conejos. The total system length of these two companies <br />is approximately 800 miles of canals an d laterals. Basin and interbasin cooperation extends as well to <br />the ability of Colorado to fulfill its commitments under the Rio Grande Compact. <br /> <br /> <br /> <br /> <br />5 <br /> <br />
