<br />. <br /> <br />Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br /> <br />This earlier 319 project also included in-stream construction of a demonstration reach (1300 LF) of potential <br />restoration techniques. The grant project that funded the completion of stabilization/restoration efforts in 2004-6 <br />began in 2001 and encompassed comprehensive vegetation monitoring, pre-construction field surveys, <br />establishment of monitoring cross sections and photo points. <br /> <br />USEPA 319 grant funds have been pursued because of the program's focus on improving water quality. Water <br />quality degradation in the Alamosa River above and below Terrace Reservoir include mining (recent and historic) <br />in the upper watershed, natural geological erosion and acid rock drainage, irrigation management of the available <br />water, and riparian area management. The primary water quality impact to the Alamosa River below Terrace <br />reservoir is sediment and bedload. As stated above the primary source for this sediment is stream bank erosion. <br /> <br />The goals of the current phase (and previous phase) of river restoration are to apply Best Management Practices <br />(BMPs) to restore the health of the riparian zone and to restore the balance of sediment transport continuity <br />through reestablishment of a geomorphically stable stream (Alamosa River Watershed Restoration Project, <br />CDPHE 319 NPS Final Report, 2000-2006). <br /> <br />8. Additional Information <br />DELlVERABLES OVERVIEW <br />The requested $104,000 in SB179 funds, together with $396,000 in 319 funding, will leverage $500,000 in NRD <br />funding and these funds in total, supplemented with a $11,700 match from ARWRF and local in-kind donations by <br />landowners and other entities. will accomplish the deliverables listed below. <br /> <br />e <br /> <br />To be completed on the 2.8 mile reach of the Alamosa River CR 8 to CR 10: <br />Stream Restoration 15,000 linear feet (incl. reattached meanders) <br />Excavation of excess riverbed material 15,000 cubic yards <br />Bank protection / stabilization 30,000 linear feet <br />Vegetated bank stabilization 30,000 linear feet <br />Boulder cross vanes (instream structures) 17 <br />Boulder vanes (instream structures) 160 <br />Design river to accommodate 9 irrigation diversion structures <br />Chinking, sills and over-pour protection 2000 cubic yards <br />Vegetation restoration of riparian corridor ca. 40 acres <br />Agricultural area serviced by improvements 15,000 acres (est.) <br /> <br />Benefits: <br />Sediment reduction <br />Improved water quality <br />Improved water delivery for irrigation <br />Improved aquatic and riparian habitat <br />Increased recharge of local aquifer through saturation of riverbanks <br />Greater sustainability of water resources <br />Flooding protection for the community of Capulin <br /> <br />SB179 Statewide Account Funds will be exclusively implemented for construction equipment rental costs (For <br />details please see attached budgets.) Pending final rental contracts, the funds will cover an estimated 3-4 months <br />of rental for the articulated truck, excavator, front-end loader, and bulldozer towards completion of the <br />deliverables listed above. <br /> <br />. <br /> <br />18 <br />
