<br />Water Supply Reserve Account – Grant Application Form <br />Form Revised October 2006 <br />_______________________________________ <br /> <br /> <br />Water Availability and Sustainability – this information is needed to assess the viability and effectiveness <br />7. <br /> <br />of the water project or activity. Please provide a description of each water supply source to be utiliz ed <br />for , or the water body to be affected by, the water activity. For water supply sources being utilized, <br /> <br />describe its location, yield, extent of development, and water right status . For water bodies being <br /> <br />affected, describe its location, extent of devel opment, and the expected effect of the water activity on the <br />water body, in either case, the analysis should take into consideration a reasonable range of hydrologic <br /> <br />variation. Attach additional sheets as needed. <br /> <br /> <br /> <br /> <br />Generally , the water supply sourc e for this project is the South Platte River, using <br /> <br /> <br />decreed senior rights on the river that have historically been used for irrigation of farms in <br /> Logan County. PWSD has water rights in the Iliff and Platte Valley Canal , the Powell and <br />Blair Ditch, and the Harmony #2 Ditch, as well as storage and irrigation rights in Prewitt <br /> <br />Reservoir. The Iliff and Platte Valley Canal has an appropriation date of October 1, 1883 <br /> <br />for 150 cubic feet per second (cfs), the Powell and Blair Ditch has an appropriation date of <br />Fe bruary 19, 1895 for 40 cfs, and the Harmony #2 Ditc h has an appropriation date of May <br /> <br />3, 1997 for 50 cfs. All of these rights were adjudicated for irrigation use. PWSD also has <br /> <br />10 shares in the Morgan - Prewitt Mutual Ditch and Reservoir Company that allows <br /> <br />approximately 211 acre - feet of storage in Prewitt, with a storage right of May 25, 1910. <br />This right includes consumptive use yield (14.4 ac - ft/share) , which allows PWSD to assign <br /> <br />this yield to its wells for augmentation. The locations of these ditches and their headgate <br /> <br />locations on the South Platte River are shown on the attached figure. Supplemental water <br />supplies to the PWSD farms in Logan County are provided through South Platte River <br /> <br />alluvial wells which are allowed to operate under adjudicated augment ation plans that <br /> <br />replace delayed out - of - priority depletions to the South Platte River. There will be no new <br /> <br />depletions to the South Platte River as a result of this project. <br /> <br />8. <br />If you have not specifically and fully addressed the Evaluation Criteria found in Part 3 of the criteria <br /> <br />and guidance doc ument please provide additional detail here. Attach additional sheet(s) if needed. <br /> <br /> <br />PWSD is submit ting this application for consi deration of funding by the South <br /> <br /> <br />Platte Roundtable at its regularly - scheduled meeting on May 8, 2007. PWSD believes that <br /> <br />this project meets the funding evaluation criteria because (a) it is promoting collaboration <br /> <br />and cooperation between municipal and agricultural entities to produce a “win - win” <br />situation relative to providing adequate water supplies for both sectors, while main taining <br /> <br />viable rural and urban economies, (b) it will facilitate project implementation by providing <br /> <br />the data to support a change of use in Water Court and providing the means for farmers to <br />operate under a new paradigm that is beneficial to farming, (c) i t meets the SWSI water <br /> <br />management goals of reducing dependence on non - renewable ground water, promoting <br />efficient water use, and making new water available for municipal use, and (d) it helps to <br />sustain agriculture and agricultural economies, both of which are of statewide interest. <br /> <br /> <br /> <br />8 <br /> <br />
