Water Supply Reserve Account - Grant Application Form - ([l)c \!t)iJcrlUItl:J 1.Ditcl) ,,\: 3Rc5criJoir <!Co.

Form Revised Octo her 2006

4. Please provide a brief narrative of any related or relevant previous studies. Attach
additional sheets as needed.

Feasibility Report

The feasibility report was completed in 2005.

PMP Feasibility Study

The PMP Feasibility Study has been completed.

PMP Final Study

The PMP Final Study has been completed.

Yield Analysis

The most recent detailed yield analysis of the Overland Reservoir drainage basin was completed as
part of the loan application documents in 1976. During an 18-year study period, there was sufficient
runoff to fill a 7,171 acre-foot reservoir 13 of those years. During three of the five years without
sufficient volume, the runoff exceeded the existing current capacity of the Overland Reservoir at
6,200 acre-feet which indicates a portion of the planned expansion would have been captured during
those three years.

A final yield analysis report will be prepared as part of this project that describes the study process,
summarizes the results and provides yield-reliability relationships.

Permittinq

The Overland has completed construction and expansion work on the reservoir many times, the most
recent being during the reconstruction and expansion work completed in the late 1980s. That work
was completed under US Forest Service permits granted at that time. While some requirements may
have changed, the Forest Service permitting process for this project has been underway for some
time. Even though this permitting process is not complete and will require the expenditure of
additional funds (see Attachments B & C) there is no indication at this time that the permitting
process will experience any serious or unexpected roadblocks.

The US Army Corps of Engineers has been contacted by both The Overland and the US Forest Service
representative and will begin their analysis as soon as possible this spring. Again, Corps of Engineer
permits have been issued for similar expansion of the dam in the past.

6
