Water Supply Reserve Account – Grant Application Form <br />Form Revised October 2006 <br />_______________________________________ <br />3. <br />Please provide an overview of water project or activity to be funded including – type of acti vity, statement of what <br />the activity is intended to accomplish, the need for the activity, the problems and opportunities to be addressed, <br />expectations of the participants, why the activity is important, the service area or geographic location, and any <br />rel evant issues etc. Please include any relevant Tabor issues. Please refer to Part 2 of criteria and guidance <br />document for additional detail on information to include. Attach additional sheets as needed. <br />Bull Creek Reservoir No. 5 is downstream of Bull Creek Reservoirs Nos. 1 and 2. Currently, the <br />embankments of Reservoirs Nos. 1 and 2 are rated as low hazard dams , but only to the extent that a dam <br />break scenario by either Reservoir No. 1 or No. 2 would not overtop the dam for Bull Creek Reservoir No. 5. <br />A feasibility study performed in May 2006 and updated in November 2006, identified excessive <br />environmental and financial costs associated with attempting to bring Reservoirs Nos. 1 and 2 up to “High <br />Hazard” standards. Specifically, new borrow ar eas would require several acres of deforestation; USFS <br />access trails would need to be improved for construction traffic ; and a reconnaissance level estimate of <br />associated costs for improvements w as significantly higher than improving the spillway of Reserv oir No. 5. <br />Simultaneously t he State Engineer requ ired a dam break, hydrology and spillway sizing analysis be <br />performed to determine the size of the spillway on Bull Creek No. 5 necessary to maintain Bull Creek No. 1 <br />and No . 2 as low hazard dam s. This must be completed by Dec. 31, 2007. Anticipated engineering costs for <br />the analysis are $25,000. <br />Additionally, a US Army Corps of Engineers Section 404 permitting (wetlands delin eation and permitting), <br />and USFS Biological Evaluation and Management Indicator S pecies studies (NEPA compliance) and a <br />Special Use Permit application will need to be completed. Anticipated costs of these studies and permits are <br />as follows: <br />404 delineation and permit: $ 10,000 <br />USFS NEPA Compliance: $ 11,000 <br />USFS Special Use Permit: $ 4,000 <br />Total permitting costs: $ 25,000 <br />Total costs for the two phases of work are anticipated to be $50,000. <br />The engineering work must be completed in 2007. The environmental work can be completed in 2007/2008. <br />4 <br />
