County Engineer <br />P.O, Box 773598 <br />Steamboat Springs, CO 80477 <br /> <br />Dear Mr, Gabos: <br /> <br />! am writing in hopes we can revisit the drainage issues that we spoke of about <br />a year ago, Last week my concern was reinforced regarding the back-up pooling of <br />free-flow water, <br /> <br />The finiShed floor level of our home proved to be adequately calculated to be <br />well above the 100-year flood plain and above that elevation in which water would <br />overflow the junction of County Road 44 and U,S, Highway 40, thereby preventing <br />excess pooling above the elevation of the base flood plain. Nonetheless, we had <br />machinery and equipment standing in water for days and were further concerned <br />about our access to the home via County Road 44, due to the overflow of water and <br />the potential of a washout <br /> <br />lMlen Routt County substantially reised the elevation of the south end of <br />County Road 44, it appears that there was inadequate drainage culverts put under the <br />road to allow the historical free-flow drainage to the west. This "damming" is one <br />contributor to the water problem, Additionally, I have previously brought to your <br />attention that the south 100 feet of County Read 44 has no road ditches whatsoever <br />on the west side and the road drainage ditch on the east side has been practically <br />abandoned with an access driveway barrier without culvert, that is not in conformance <br />with the county driveway requirements... This restricts drainage to the south. Either <br />one of the above constraints (or both) could be easily rectified and provide significant <br />relief in situations of high run-off and the annual flooding threat <br /> <br />A good portion ofiIJIif east fork of the Elk River and more than 400 acres of <br />irrigated meadow land have historicany drained to the southwest Restricting that <br />drainage pattern will contin~e to provide problems in the future, Furthermore, the box <br />culvert located directly at the hIghway intersection, recently proved too small and <br />inadequate to manage its intended purpose and design at peak levels.
