Evans <br />Director, G\lCB <br /> <br />To: Peter Evans <br />Dan McAuliffe <br /> <br />'-<..../ <br />From: Larry Lang ~ \' <br />Tom Browning '--1~ <br /> <br />Date: November 2, 1999 <br /> <br />Re: Elk River Project Update <br /> <br />Backl!round <br /> <br />The CWCB staff contracted with ICON Engineering, Inc. for professional services related to the <br />Elk River Streambank Stabilization Project and Watershed Study, As you know, funding for this <br />study ($20,000) was approved in the 1998 construction fund bilL ICON Engineering began <br />work in early September of this year, and has now completed a substantial amount of the <br />engineering analyses as outlined in the original scope of services, The purpose of this memo, <br />therefore, is to provide you with a status update on the Elk River project. <br /> <br />Prol!ress Meetinl! <br /> <br />A progress meeting was held on October 27, 1999 from 10:30 a,m. to 1:00 p.m. to present the <br />draft findings of the engineering study, The public meeting was held at the Yampa Vally <br />Electric Company conference room in downtown Steamboat Springs, and was hosted by the <br />CWCB and ICON Engineering, The meeting was well attended by landowners and interested <br />citizens as well as local, state, and federal officials, (See attachment A), <br /> <br />Proiect Summary <br />A summary of the study results was presented at the meeting, The key highlights are: <br /> <br />· Field surveyed cross-sections of the lower Elk River were obtained by CWCB staff and <br />transmitted to ICON, The survey information provided basic data so that a hydraulic model <br />could be developed to demonstrate the channel thalweg profile, stream velocities, floodplain <br />capacity, and water surface profiles, <br />
