Re: Elk River Project Update

The CWCB staff contracted with ICON Engineering, Inc. for professional services related to the
Elk River Streambank Stabilization Project and Watershed Study, As you know, funding for this
study ($20,000) was approved in the 1998 construction fund bilL ICON Engineering began
work in early September of this year, and has now completed a substantial amount of the
engineering analyses as outlined in the original scope of services, The purpose of this memo,
therefore, is to provide you with a status update on the Elk River project.

Prol!ress Meetinl!

A progress meeting was held on October 27, 1999 from 10:30 a,m. to 1:00 p.m. to present the
draft findings of the engineering study, The public meeting was held at the Yampa Vally
Electric Company conference room in downtown Steamboat Springs, and was hosted by the
CWCB and ICON Engineering, The meeting was well attended by landowners and interested
citizens as well as local, state, and federal officials, (See attachment A),

Proiect Summary
A summary of the study results was presented at the meeting, The key highlights are:

· Field surveyed cross-sections of the lower Elk River were obtained by CWCB staff and
transmitted to ICON, The survey information provided basic data so that a hydraulic model
could be developed to demonstrate the channel thalweg profile, stream velocities, floodplain
capacity, and water surface profiles,
