The high flows this year were from the well above average snowpack runoff <br />and not from releases from Steamboat Lake which is maintained full for recreational purposes. <br />I am sure that if you talk to previous owners of the ranch, you will fmd that this problem has <br />occurred in high runoff years in the past. <br /> <br />Any success in building additional dikes will require a local sponsor to cost share as well <br />as Federal approval of a Section 404 permit. The state agency responsible for flood plain <br />management is the Colorado Water Conservation Board and I am sending Chuck Lile, the <br />Director, a copy of this letter and your letter for a more detailed follow-up.
