Discussion: <br /> <br />The Montrose/Delta areas are rapidly growing. Municipal, Industrial and Domestic demands are becoming <br />significant and raw and treated water deliveries are becoming a challenge. The proposed storage project <br />would help provide the needed in basin storage to provide for a reliable supply for current and future <br />citizens. The project summary does not discuss the next steps in addressing these critical needs. The WSRA <br />grant will get things started but it appears a more comprehensive outline of the approach to project <br />completion and timelines needed to provide reliable water would be prudent. <br />Issues/Additional Needs: <br /> <br />The application was provided on the old form. All future applications must use the new (May 2007) form. <br />Please clarify the entity that will be receiving the money and managing the project. <br />Please confirm if there are any Tabor issues. <br />Additional information is needed regarding the Description of Applicant(s) see specifically the three bullets <br />on Page 10 of the Criteria and Guidelines for additional needs. <br />Need additional information on Study Area description see page 11 of criteria and guidelines for additional <br />needs. <br />Regarding Task 3 should a preliminary assessment of dam site suitability/constructability be included? <br />Given the soils in the area will water quality (total dissolved solids, salinity) be an issue, how will this be <br />assessed? <br />Please provide more information on how the screening and ranking will be done in Tasks 2 and 3. <br />While it is understood that the study will look in more detail at water rights, given the current level of detail <br />it is not possible to assess whether there is water to be stored in a new reservoir. Please provide additional <br />information on sources of supply, location and status of water rights. The description should include <br />information as to how UVWUA water can be used for non-irrigation purposes. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends approval of up to $56,700 to fund the Off-system Raw Water Storage Reservoir Study <br />contingent on satisfactory completion and submittal of the issues/additional needs and discussion items <br />outlined above. <br /> <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br /> <br /> <br /> 3 <br />
