<br />The ability of smaller, rural water providers and agricultural water users to <br />? <br /> <br />adequately address their existing and future water needs is significantly affected <br />by their financial capabilities. <br /> <br />The Applicant cites that this headgate reconstruction project addresses the SWSI recommendations <br />listed below: <br /> <br />Foster ongoing dialogue among all water interests; <br /> <br />? <br /> <br /> <br />Develop a program to evaluate, quantify, and prioritize environmental and <br />? <br /> <br />recreational water enhancement goals; and <br /> <br />Work towards consensus recommendations on funding mechanisms for <br />? <br /> <br />environmental and recreational enhancements. <br /> <br /> <br />It should also be noted that the Applicant has done a good job leveraging funds for this project. <br />For both components (i.e. design and construction) of this project, the WRSA grant will pay for <br />59% of costs with the Ditch Companies, CDOT and the Conservation Alliance paying the <br />remainder of the costs. <br /> <br /> <br /> <br />Issues/Additional Needs: <br /> <br /> <br />Please submit a more detailed scope of work. <br />? <br /> <br /> <br />The project was split into two parts and separate applications were submitted for each <br />? <br /> <br />part. In the event that both sources of funding are approved by the CWCB, Staff <br />recommends that this grant application be treated as one grant. <br /> <br />The Applicant has utilized an older version of the WSRA application. For future <br />? <br /> <br /> <br />reference, please utilize the most current version (May 2007). <br /> <br />If the matching funds (i.e. Conservation Alliance) do not materialize, does the <br />? <br /> <br /> <br />Applicant have other funding sources to ensure project completion? <br /> <br /> <br />Staff Recommendation: <br />The proposed project meets the Threshold Criteria and the majority of the Evaluation Criteria for <br />the Statewide Account. Staff recommends funding of up to $48,000 from the Basin Account to <br />assist with the engineering and design of the Paonia and Feldman headgates. Staff also <br />recommends funding of up to $62,500 from the Statewide Account to assist with the construction <br />of the Paonia and Feldman headgates. It should be noted that past costs can not be reimbursed. <br /> - 5 - <br />
