<br />Issues/Additional Needs: <br /> <br />It appears that no scope of work has been included in the application. While staff has received some <br />? <br /> <br />information from the Applicant and the Bureau of Reclamation for the feasibility study of the Jackson <br />Gulch Enlargement ($80,000 grant request), there is no reference to the Lake Mancos Dam feasibility <br />study in the scope of work provided. Please include a detailed scope of work for this project. <br /> <br />No schedule was provided for this project. Please provide a detailed schedule for this project. <br />? <br /> <br /> <br />No budget was included for this project. From the lack of information, it is unclear how the <br />? <br /> <br />Applicant determined the project cost of $38,000. <br /> <br />There is no reference to water availability and/or firm yield for the proposed reservoir. <br />? <br /> <br /> <br />There is no indication of the capacity of the proposed reservoir. <br />? <br /> <br /> <br />While this project may meet several of the criteria necessary for funding from the Statewide Account, the <br />lack of information in the application makes it difficult to determine if: <br /> <br />Funding from this Account will reduce the uncertainty that the water activity will be implemented; <br />? <br /> <br />There is an urgency of need for the water activity that may be missed without funding from the <br />? <br /> <br />Account; <br />The length of time needed to implement the activity; and <br />? <br /> <br />The Applicant has the expertise and ability to implement the proposed activity. <br />? <br /> <br /> <br />Staff Recommendation: <br />Due to the lack of basic information regarding the proposed feasibility study, it is difficult to determine the <br />merits of this project. In concept, utilizing the borrow pit for additional storage is a good idea. Despite the <br />lack of information, staff recommends funding of up to $20,000 out of the Statewide Account to examine the <br />feasibility of the construction of the Lake Mancos Dam, Reservoir and Canals (i.e. Borrow Pit Feasibility <br />Study). This recommendation is contingent on resolution of the items in the issue/additional needs section. <br />It should be noted that past costs can not be reimbursed. <br /> - 4 - <br />
