<br />Dam break/spillway analysis: $ 25,000 <br />404 delineation and permit: $ 10,000 <br />USFS NEPA Compliance: $ 11,000 <br />USFS Special Use Permit: $ 4,000 <br /> <br />Total costs for the work is estimated to be $50,000. <br /> <br />Discussion: <br /> <br />The proposed water activity will help the Bull Creek Drainage Basin and the Grand Mesa area. The <br />engineering effort will answer questions regarding the most cost effective solution to avoid additional <br />reservoir restrictions within the Company’s system of storage reservoirs. Water from these reservoirs is vital <br />to the shareholders agricultural/ranching efforts. <br />This request for financial assistance has met most of the criteria for funding in the Criteria and Guidelines. <br />While the proposed work will address and answer several important questions, the applicant does not explain <br />how the construction improvements will ultimately be financed. CWCB currently has a loan contract with <br />the Company to finance another dam rehabilitation project. As a result, shareholder assessments have raised <br />significantly in recent years for the much needed system improvements. <br />Issues/Additional Needs: <br /> <br />The applicant did not use the 2006/2007 application form as found on the website. The use of the correct <br />application is critical since the application requires specific details about the water activity’s ability to meet <br />the Criteria and Guidelines of the Water Supply Reserve Account grant program. <br />As mentioned above the application does not address how the construction of the spillway enlargement will <br />be funded. Funding this application without some sense of assurance that the project can be funded is a <br />concern. There is no indication of a potential range of project cost and what funding opportunities are <br />available. Applicant shall submit a financing plan to accomplish the needed improvements. <br />Applicant must provide a copy of the latest State Engineers dam safety inspection report and a letter <br />requiring the requested analysis. <br /> <br />The application did not include a site map or a map showing the service area of the Company. <br /> <br />The applicant must provide a detailed cost breakdown of the engineer’s services. This should include but not <br />be limited to a breakdown of tasks associated with each work item, staff hours needed for each task, <br />deadlines and deliverables related with each task, travel costs, list of necessary project meetings and a <br />schedule needed to meet project objectives. <br /> <br />Staff Recommendation: <br /> <br />Staff Recommends approval of up to $50,000 for the Bull Creek Res. No. 5 Spillway Analysis and <br />Permitting contingent upon addressing the items in the Issues/Additional Needs section above. All products, <br />data and information developed as a result of this grant must be provided to CWCB in hard copy and <br />electronic format as part of the project documentation. This information will in turn be made available to the <br />Basin Roundtables and the general public. <br /> <br /> <br /> 2 <br />
