No. 4 <br />Rehabilitation & Enlargement <br />Water Activity Purpose: Matching Funds: <br /> Structural CWCB Loan <br />County: <br /> Mesa <br />Drainage Basin: <br />Colorado River <br />Water Source: <br /> Bull Creek <br /> <br />Water Activity Summary: <br /> <br />Bull Creek Reservoir Canal and Power Company is a private 1896 non-profit corporation. The Company owns and <br />operates five reservoirs located within the Grand Mesa National Forest. The reservoirs serve 26 stockholders <br />(including Ute Water Conservancy District) and provide irrigation water to approximately 800 acres in the Plateau <br />Valley on the north side of Grand Mesa. The reservoirs are also used by the general public for fishing and recreation. <br />Additional uses include stock water, wetlands sustenance, and wildlife enhancement, and are an amenity to the <br />National Forest. <br /> <br />Due to safety concerns, Bull Creek Reservoir No. 4 is under a filling restriction from the State Engineers Office (SEO). <br />Until the dam is rehabilitated, the water users suffer from decreased storage and delivery of water. Senior storage <br />Water from these reservoirs is vital to the shareholders <br />rights will be lost if the reservoir is not rehabilitated. <br />agricultural/ranching efforts. <br /> <br />The Company holds senior decreed water rights (1895 to 1935) for 861 AF of water. Over one-half of these storage <br />rights cannot be stored due to safety restrictions (approximately 360 AF) and the reservoirs that were constructed <br />smaller than the fully decreed storage right (120 AF). A hydrology study, completed in 2006, indicates there is enough <br />water in the watershed to fill these rights four times. <br /> <br />The grant funds being requested are to pay for the Company’s 10% matching funds necessary within the CWCB Water <br />Project Loan approved in January 2007. The Project Loan is for engineering, permitting and construction of the Bull <br />Creek Res. No. 4 Rehabilitation & Enlargement project. <br /> <br />Discussion: <br /> <br /> <br />A CWCB Loan was approved in January, 2007. The loan will only cover 90% of the project costs. However, it does <br />not cover the legal costs of applying for water rights for an enlargement, or the legal costs of transferring senior water <br />rights from two of the Company’s smaller reservoirs to Bull Creek Reservoir No 4 or No. 5 in order to better utilize <br />construction dollars to perfect the Company’s storage rights. The 10% not covered by the CWCB Loan is estimated to <br />be $120,000. All of the above work is scheduled to occur in 2007/2008. <br /> <br /> 1 <br /> <br />
