Western States Water Council
Executive Committee Minutes

San Antonio, Texas
October 20, 2005

.

interest on small water system problems, in terms of financing, etc., and doing something to improve
coordination between USDA and EPA at the federal level on non-point source funding (Farm Bill,
CW A), and also trying to get the different USDA state offices to better work with the water agency
counterparts in the states.

The actions from the two prior workshops were basically rolled into the Water Resources
Committee's work plan. Chairman Simpson asked the Water Resources Chair, Dave Pope to work
with Jeanine and Tony to determine how best to incorporate into the work plan any follow-up items
from the third workshop.

FUTURE COUNCIL MEETINGS

The next meetings of the Council will be held in Washington, D. C. at the Holiday Inn Capitol
on March 27-29,2006. Hal called attention to the last item under Tab J, which shows a draft schedule
for the meetings. Please note that in the afternoon, time is made available for visits to congressional
offices. The Management Subcommittee suggests inviting folks such as Senator Domenici, Mark
Limbaugh, and others. Colorado will host the Summer 2006 meetings in Breckenridge, Colorado in
July and the Fall meetings will be held in Sheridan, Wyoming.

OTHER MATTERS

.

The Executive Committee was given the responsibility of forming a subcommittee made up of
members of both the Water Resources and Water Quality committees to deal with the Farm Bill. Those
who have volunteered include: Jeanines Jones, California (Chair); Adrian Polansky, Kansas; Phil
Ward, Oregon; Walt Baker, Utah; Dave Glatt, North Dakota; Paul Frohardt, Colorado; and Sue
Lowry, Wyoming.

Gary Beach from Wyoming passed away. The Water Quality Committee would like to
recognize this through sending a card to the family.

There being no other matters, the meeting was adjourned.

F:\MINUTES\EXEC-05- TX. wpd

.

8
