Western States Water Council
Water Resources Committee Minutes

San Antonio, Texas
October 20,2005

variability and change item is written up. I would suggest that we prioritize these items so that we
address what really needs to be addressed, versus what might be more sexy to address.

Dave thanked Karl for his comments. Dave stated that his preference would be to acknowledge
and/or integrate issues as they come up, for example, the weather modification position was brought to
the forefront at the last meeting, but in terms of what else needs to be done, it is unclear.

Pat Tyrrell supported the concept, but suggested that an item #8 be added to the work plan that
would be called "Emerging Issues," which would inclUde weather modification, desalination, and the
energy-water nexus. Then let's see how they evolve. We don't want to forget them, but they may not
be critical now. If we list them, then we don't lose them, but we don't necessarily have to prioritize
them until they rise to the forefront.

A motion was made to approve the work plan with the addition of an item reflected in the
discussion by Pat. The motion was moved by Pat. Roland seconded the motion.

Jack Stults commented that the Committee should follow up with prioritization on a conference
call to achieve some clarity before we hit Capitol Hill in March.

The motion was approved.

OTHER MATTERS

It was briefly mentioned that Sue Lowry and the Council continue to work as part of the
Bridging-the-Headgate Partnership on conservation issues, and that the Irrigation Association has asked
to participate. A new agreement was signed in August and September.

There being no other matters for discussion, the meeting was adjourned.

F:\MINUTES\W A TRES-TX.WPD

12

-

.

.

.
