<br />Western States Water Council <br />Water Resources Committee Minutes <br /> <br />Sheridan, Wyoming <br />October 5, 2006 <br /> <br />. <br /> <br />Dave: "The protocol's purpose would be to get others on the same page - federal agencies, locals, and others <br />- with the states. Everyone's views are different. The focus might be on the programmatic aspect and <br />dichotomy of views with the federal agencies." <br /> <br />Weir: "We should include conservation under 2D or some place in the Needs and Strategies report." <br /> <br />Sue: "We need to collect information on water conservation in agriculture and municipal and industrial uses." <br /> <br />Jim: "The discussion gets to the rate of use. There are different measuring sticks. We need to work on <br />normalized definitions and rates of use. There is no uniform computation." <br /> <br />Jeanine: "Another thought, we could focus on the three federal agencies and their requirements for water <br />conservation plans -' Reclamation, NRCS and EPA. They don't consider how states look at the world. The <br />Central Valley Project (CVP) and state require plans. We might inventory federal partners and their <br />requirements, and whether or not they are tied to state requirements." <br /> <br />EVOLVING TECHNOLOGIES & EMERGING ISSUES WORKSHOP <br /> <br />Tony Willardson distributed the draft agenda and solicited suggestions for additional speakers. The <br />meeting will be held in Irvine, California on November 15-17th. The proceedings will be used to identify . <br />and quantify the role of various technologies in future water resources management, together with <br />opportunities and challenges to realizing their potential. <br /> <br />WSWC WATER INFORMATION MANAGEMENT SYSTEMS (WIMS) WORKSHOP REPORT <br /> <br />Tony stated that the Water Information Management Systems Workshop is a technical meeting, but <br />has been well-attended and has been found very useful. The Committee has had this item on the work plan <br />on an annual basis. The last meeting was held in Albuquerque, New Mexico and focused on water supply <br />planning, data needs, and related issues. <br /> <br />NATIONAL DAM SAFETY PROGRAM ACT OF 2006 (H.R. 4981) <br /> <br />Tony Willardson reported that the legislation had passed. Information about the bill, as well as Ii <br />copy of the "Dam Safety Act of 2006," can be found under Tab 0 in the briefing book. The was some <br />discussion about program issues. Michael Bratlien of the Corps mentioned the lowering of reservoirs due <br />to safety issues, and the resulting loss of storage capacity. <br /> <br />DRAFT 2007 COMMITTEE WORK PLAN <br /> <br />Phil Ward presented the draft work plan to the Committee as set forth under Tab H in the briefing <br />book. There was a motion and second to approve the draft work plan, and the motion was adopted. <br /> <br />. <br /> <br />18 <br />
