<br />· Rebates and Incentives, which includes buy-back contracts as well as <br />rebates for a variety of water-saving devices and fixtures; <br />· Rules, which includes those made by Denver Water, by local government <br />and any enforcement deemed necessary by the Board; <br />· Research, Monitoring and Evaluation, which includes analysis of existing <br />measures to determine their effectiveness, and research into proposed <br />measures to determine if they will actually be implemented by customers <br />and really save any water; <br />· General Administration of all the measures. <br /> <br />The 2007 budget for the Tap-Smart Plan is shown in Appendix E. At least four <br />different work groups within Denver Water are assigned to implement this Plan, <br />and they will work with other employees, staff and contractors as necessary to <br />achieve the goal. <br /> <br />Additional Considerations <br /> <br />City & County of Denver Government Accounts <br /> <br />Staff has identified a large potential for water use reductions from City & County <br />of Denver government accounts. Irrigation is the largest use of water by City <br />government, and the measures listed in Table 6 show the biggest potential for <br />reductions from irrigation. Staff proposes to help the City improve its irrigation <br />systems and replace large areas of turf with low water using landscapes. <br /> <br />The City's participation in the Board's Tap-Smart Plan will be a vital part of the <br />Plan's success and is the most important factor for the early years. In his July <br />13, 2006 State of the City speech, Denver Mayor John Hickenlooper declared <br />that the City government would be a role model of wise water use. This <br />leadership initiative will encourage others to conserve and lend credibility to the <br />Board's conservation efforts.
