Box 580 <br />Fort Collins, CO 80525 <br /> <br />Community: City of Fort Collins, CO <br />Community No.: 080102 <br />Panel Affected: 0011 C <br />Effective Date of MAY 1 9 2M1. <br />This Revision: uu-r <br /> <br />102-I-C <br /> <br />Dear Mayor Martinez: <br /> <br />This responds to a request that the Department of Homeland Security's Federal Emergency Management <br />Agency (FEMA) revise the effective Flood Insurance Rate Map (FIRM) for your community in accordance <br />with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated March 4, 2004, <br />Ms. Susan L. Duba Hayes, P.E., CFM, Floodplain Administrator, City of Fort Collins, requested that <br />FEMA revise the FIRM to modify the effects of a Letter of Map Revision (LOMR) issued on <br />December 17, 2003 (Case No. 04-08-0120X). 1bis LOMR is being issued to show more accurately on the <br />FIRM the boundary delineations of the flood having a I-percent chance of being equaled or exceeded in <br />any given year (base flood), the flood having a 0.2-percent chance of being equaled or exceeded in any <br />given year, and the regulatory floodway along Spring Creek from approximately 4,300 feet downstream to <br />approximately 1,600 feet upstream of West Horsetooth Road. <br /> <br />We have revised the FIRM to modify the alignments of the floodplain and floodway boundary delineations <br />of the base flood along the above-referenced reach of Spring Creek. As a result of the modifications, the <br />Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, and the regulatory <br />floodway along Spring Creek shifted and caused the SFHA and floodway widths to increase in some areas <br />and decrease in other areas. The modifications are shown on the enclosed annotated copy of FIRM <br />Panel 0011 C. This LOMR hereby revises the above-referenced panel of the effective FIRM dated <br />March 18, 1996. The Base Flood Elevations and overall floodway widths will not change as a result of <br />this LOMR. Therefore, the changes made by Case No. 04-08-0120X to the affected portions ofthe <br />Floodway Data Table and to Profile Panels 28P, 29P, and 30P will remain effective as of December 17, <br />2003. <br /> <br />The modifications are effective as of the date shown above. The map panel listed above and as modified <br />by this letter will be used for all flood insurance policies and renewals issued for your community. <br /> <br />A review ofthe determination made by this LOMR and any requests to alter this determination should be <br />made within 30 days. Any request to alter the determination must be based on scientific or technical data. <br />
