In a letter dated
April 10, 2003, , P.E., Project Engineer, ICON Engineering, Inc., requested that
FEMA revise the FIRM and FIS report along Cherry Creek from approximately 1,430 feet downstream to
approximately 570 feet upstream of the Highline Canal crossing to show the effects of channel
mocifications associated with construction of Drop Structures 22 (D22) and 23 (D23). D22 and D23 are
located approximately 680 feet downstream and approximately 100 feet downstream, respectively, of the
Highline Canal crossing. The channel modifications included construction of two 6JfOuted boulder drop
structures, demolition and reconstruction of two pedestrian bridges, and placemem of fill within the revi,;ed
reach. This request follows up on a Conditional Letter of Map Revision issued on December 13, 2001.

ThiE. Letter of Map Revision (LOMR) also is being issued to show two additional profile panels,
Pands 11 Pea) and 1IP(b), for Cherry Creek that inadvertently were omitted from the effective FIS report
dated September 7, 1998. These profile panels show the reach that extends from approximately 2,930 feet
downstream of the Highline Canal crossing to approximately 4,000 feet upstream of State Highway 30.

All data required to complete our review of this request were submitted with letters from

1 . .

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations and
floodplain boundary delineations of the flood having a I-percent chance of being e:qualed or exceeded in
any given year (base flood) through the revised reach of Cherry Creek. As a result of the modifications,
the Base Flood Elevations (BFEs) for Cherry Creek and the width of the Special Flood Hazard Area
(SFHA), the area that would be inundated by the base flood, increased in some areas and decreased in
