<br />Step 1: Get Organized - Building the Planning Team <br />With the County Board of Commissioners approval of participation in the DMA Plan <br />development, and the commitment to participate by the incorporated communities and <br />invited other "eligible applicants" TMAC next established a framework and organization <br />for the development of this plan. <br /> <br />This plan was developed by a primary planning team composed of each County <br />Emergency Manager and the OEM Regional Coordinator. (Two counties, Cheyenne and <br />Kit Carson, share the same Emergency Manager). The team was chaired by TMAC, and <br />supplemented by invited agency representatives. This team is called the Multi-County <br />Planning Committee, or MCPC. The MCPC met monthly for one year to develop this <br />plan. The meetings were conducted in conjunction with the regularly scheduled NCEM <br />meetings, generally on the second Tuesday of each month. The MCPC meetings rotate <br />location among the member counties. During the development of this plan, several <br />changes occurred in the MCPC. Logan County, with the City of Sterling, hired a full- <br />time Emergency Manager to replace their over-burdened Fire Department representative, <br />and Elbert County had a change of personnel in the Emergency Manager position. <br />The MCPC will stay in existence for the purpose of implementing and updating this plan. <br /> <br /> <br />- <br />The Northeast Colorado Emergency Management Association <br />and DMA Multi-County Planning Committee (MCPC): <br />The County Emergency Managers from all eleven Counties plus the Colorado OEM Regional Coordinator <br /> <br />5 <br />
