<br />The County Mitigation Strategies <br /> <br />Step 6: Set Planning Goals <br />Introduction <br />The Hazard Mitigation Planning process followed by the MCPC is a typical problem- <br />solving methodology: <br /> <br />· Describe the problem (Hazards Identification), <br />· Estimate the impacts the problem could cause (Vulnerability Assessment), <br />· Assess what safeguards already exist that could/should lessen those impacts <br />(Capability Assessment), and <br />· Using this information, determine if you should do something (Determine <br />Acceptable Risk), and if so, what that something should be (Develop an <br />Action Plan). <br /> <br />When we decide that certain risks are unacceptable and that certain actions may be <br />worthy, the development of Plan Goals and Objectives takes place. Goals and Objectives <br />help us describe what we would like to see take place, using increasingly more narrow <br />descriptors. We begin with Goals, which are broad-based, long-term and general <br />statements. Goals are accomplished by meeting Objectives, activities that are specific and <br />achievable in a finite time period. In most cases there is a third level, called <br />Recommended Actions, which are very detailed and specific ways of meeting the <br />obj ecti ves. <br /> <br />When developing the Goals and Objectives for this plan, the MCPC was provided with <br />the model below as an example of this relationship. <br /> <br />GOAL <br />Improve Communities' Capabilities <br />to <br />Address Hazard Risks and Vulnerabilities <br /> <br />Provide Detailed <br />HIRA Data to Communities <br /> <br /> <br />Enforce Existing <br />Ordinances <br /> <br />Promote Disaster <br />Resilient Education <br /> <br />Identify Hazards <br />Analyze Risks <br />Create Maps <br />Coordinate with CO-OEM <br /> <br />Floodplain Management <br />Building Codes <br />Subdivision Ordinances <br /> <br />Adopt School Education Programs <br />Host Construction Technique Workshops <br />Conduct "Hazard Awareness" Week <br /> <br />The MCPC discussed Goals and Objectives for this plan at two points in the planning <br />process. First, early in the planning process, the MCPC established general Goals and <br />Objectives to set the initial tone and direction for the overall plan. Then, after the <br />problem solving as described above took place, the Goals and Objectives were revisited <br />as a validation and refinement process to determine if the MCPC data collection <br />supported them. <br /> <br />44 <br />
