<br />requires local governments to have a FEMA-approved Hazard Mitigation Plan in place <br />by November 1, 2004. That's why this plan was developed. <br /> <br />Whose Plan is This? <br />DMA allows for the development of multi -jurisdictional hazard mitigation plans. This <br />plan was developed by the Northeast Colorado Emergency Managers Association, and <br />covers 11 counties and all of the incorporated communities within these counties, with <br />the exception of the City of Greeley, in Weld County. <br /> <br />The participating counties are Cheyenne, Elbert, Kit Carson, Lincoln, Logan, Morgan, <br />Phillips, Sedgwick, Washington, Weld and Yuma. In addition to the incorporated <br />communities within these counties, this plan also covers other FEMA "eligible <br />applicants" that chose to participate in the planning process, such as Rural Electric <br />Associations; and School, Irrigation and Watershed Districts. The participating <br />incorporated communities and other FEMA "eligible applicants" are identified in each of <br />the individual county sections of this plan.
