Hazard identification, risk Assessment and mitigation guidance <br /> <br />Community participation <br />The Counties recognize that their respective community members provide valuable <br />input to the hazard mitigation planning process. The methodology used in <br />developing this PDMP maximized public involvement by utilizing a variety of <br />informational resources and survey techniques. Public comment was collected <br />through hardcopy and web-based surveys to increase the potential for public <br />participation. As part of this survey process, the planning team also collected input <br />from professionals in emergency management, fire services, medical and health <br />services, law enforcement, planning, education, airport management, government <br />administration, community development, transportation, utilities, and others in <br />public and private sectors. <br /> <br />The community's opinions of the hazards most threatening to their environment were <br />used to identify and prioritize hazards and direct mitigation efforts. Public <br />involvement also helped determine critical infrastructure subject to hazard impact. <br />Sample survey forms and tabulated survey results are attached to the Plan as <br />Appendix C. <br /> <br />PROJECT INITIATION AND TEAM COORDINATION <br /> <br />Project planning was initiated through a project charter meeting conducted in <br />Glenwood Springs on June 15, 2004. The purpose of this meeting was to assemble <br />primary project participants and confirm contact information as well as project <br />activities, deliverables, schedules, roles and responsibilities. This meeting resulted in <br />a charter document created to guide Plan development. <br /> <br />As indicated previously, the plan is developed from input from a broad group of <br />participants. To accommodate schedule issues and provide a mechanism to most <br />efficiently and securely collaborate on the planning activities, the Counties managed <br />the Plan development with a secure project portal accessible from the Internet.
