fish and the Black Canyon of the Gunnison federal reserved water rights. What is not known
is the timing and magnitude of these releases and how these releases will impact the water
n.eeds of the Gunnison Basin~

As part of this task, it is requested that the consultant embark upon the determination of a
baseline depletion leveL This will serve as the basis against which future depletions will be
measured and accounted for and will provide the roundtable with a better understanding of
the volume of water that might be dedicated for releaselbypass as well as the resulting
volume of water that might be available for future development for in-basin purposesK This
data will also help inform the EIS I PBO processes~ Included in the estimate of baseline
depletions should be an investigation of the cumulative impact of exempt wells and an
assessment of the extent to which. cumulative depletions are significant

A related task is to prepare an estimate of the q.uantity of water that would be needed to
augment a call from the lower Gunnison River, such as Redlands Water and Power
Company. This is a significant number tor basin water planning because it could define the
volume of augmentation water needed to be served (e.g, from the Aspinall Unit, Paonia
Reservoir and other sources) to ensure the viability of future in-basin water use~
When completed this task should provide the basis and foundation for developing a
reasonable set of assumptions to be used for Gwmison Basin planning and analyses.

Project Scoping for Task 11: Basinwide - Develop solutions to water supply security and
system redundancy needs for municipalities in the Gunnison Basin.

Project scoping would begin in the fall of2007.

Background~. SWSI Phases I and II identified several municipalities in the Gunnison Basin
that may not have the drinking water security and . level of system redundancy that is
recommended to protect against unforeseen. shortages~ These shortages could be drought
related, infrastructure related and/or system related~

This task would develop potential solutions for Gunnison Basin communities identified in
Task 3, such as additional municipal storage, and provide cost estimates to reduce the
identified risk to acceptable levels. For example, some preliminary investigations have
occurred in the Project 7 system that has identified some potential off-canal water storage
sites that could address concerns about system reliability and vulnerability. Wark under Task
3 is necessary to fully scope out the issues to be addressed under this task.

Project Scopi,tg for Task 12: Basinwide - Creation of an inventory of deficiencies in
existing water storage and conveyance systems~

Project scoping would begin in th.e fall of 2007 ~

Backgroul1d~. In many parts of the Gunnison Basin there exist water storage and conveyance
systems that have reached the end of their design lives and are in need of upgrade and repair~
The GBR T has placed a high priority on m.aintenance and upkeep of existing facilities~ The

5-9-07

A-2
