Box 758
Greeley, CO 80632

Community: Weld County, CO
Community No.: 080266
Panels Affected: 0605 D
Effective Date of MAR 0 J. 2005
This Revision: ..,

102-I-C

Dear Mr. Masden:

This responds to a request that the Department of Homeland Security's Federal Emergency Management
Agency (FEMA) revise the effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS)
report for your community in accordance with Part 65 of the National Flood Insurance Program (NFIP)
regulations. In a letter dated April 6, 2004, Mr. Chris J. Pauley, P.E., Senior Engineer, Anderson
Consulting Engineers, Inc., requested that FEMA revise the FIRM and PIS report to show the effects of
placement of fill associated with construction of the Water Valley Development Proj ect, new topographic
information, and revised floodway encroachments along the Cache La Poudre River from just upstream of
State Highway 257 (SH257) to approximately 1,000 feet upstream of Weld County Road 17 (WCRI7) and
along the County Road 17 and State Highway 257 Divided Flows from just downstream of SH257 to just
upstream ofWCR17. Although a portion of the revised reach is shown on the effective FIRM for the
unincorporated areas of Weld County, the revised areas were annexed by the Town of Windsor; therefore
those areas will no longer be shown on the Weld County FIRM. This request follows up on a Conditional
Letter of Map Revision issued on June 29, 1998.

All data required to complete our review of this request were submitted with letters from Mr. Pauley.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
in the effective FIS report. As a result of the above-mentioned project, the profile panels for the Cache La
Poudre Riv(:r at Windsor have been revised to reflect the modified elevations of the flood having a
I-percent chance of being equaled or exceeded in any given year (base flood) through the Town of
Windsor. As a result of the modifications, the Base Flood Elevations in your community have not been
revised. We have revised the FIRM to remove those areas that were annexed by the Town of Windsor.
The modifications are shown on the enclosed annotated copies of FIRM Panel 0605 D, Profile Panels 60P
and 61P, and affected portions of the Floodway Data Table. This Letter of Map Revision (LOMR) hereby
revises the above-referenced panel of the effective FIRM and the affected portions of the FIS report, both
dated September 27, 1991.

Because this revision request also affects the Town of Windsor, a separate LOMR for that community was
issued on the same date as this LOMR. .

The modifications are effective as of the date shown above. The map panel listed above and as modified
by this letter will be used for all flood insurance policies and renewals issued for your community.
