In a letter dated April 6, 2004, Mr. Chris J. Pauley, P.E., Senior Engineer, Anderson <br />Consulting Engineers, Inc., requested that FEMA revise the FIRM and FIS report to show the effects of <br />placement offill associated with construction of the Water Valley Development Project, new topographic <br />information" and revised floodway encroachments along the Cache La Poudre River from just upstream of <br />State Highway 257 (SH257) to approximately 1,000 feet upstream of Weld County Road 17 (WCRI7) and <br />along the County Road 17 and State Highway 257 Divided Flows from just downstream of SH257 to just <br />upstream ofWCRI7. Although a portion of the revised reach is shown on the effective FIRM for the <br />unincorporated areas of Weld County, the revised areas were annexed by the Town of Windsor; therefore <br />those areas will no longer be shown on the Weld County FIRM. This request follows up on a Conditional <br />Letter of Map Revision issued on June 29,1998. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Pauley. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />in the effectJlve FIS report. We have revised the FIRM and FIS report to modify the elevations, floodplain <br />and floodway boundary delineations, and zone designations of the flood having a I-percent chance of <br />being equaled or exceeded in any given year (base flood) along the Cache La Poudre River and the County <br />Road 17 and State Highway 257 Divided Flows. As a result of the modifications, the flooding caused by <br />the two Divided Flows have been combined into one single divided flowpath named WCR17 - SH257 <br />Divided Flow. Also as a result of the modifications, the Base Flood Elevations (BFEs) for the Cache La <br />Poudre River and the Divided Flows and the widths of the Special Flood Hazard Areas (SFHAs), the areas <br />that would be inundated by the base flood, and the regulatory floodways increased in some areas and <br />decreased in other areas. The modifications are shown on the enclosed annotated copies of FIRM <br />Panel 0005 A; Profile Panels 01P, 02P, 04P, 05P, and 06P; and affected portions of the Floodway Data <br />Table. This Letter of Map Revision (LOMR) hereby revises the above-referenced panel of the effective <br />FIRM and the affected portions of the FIS report, both dated September 27, 1991. <br /> <br />Because this revision request also affects the unincorporated areas of Weld County, a separate LOMR for <br />that community was issued on the same date as this LOMR. <br /> <br />The modifications are effective as of the date shown above. The map panel listed above and as modified <br />by this letter will be used for all flood insurance policies and renewals issued for your community. <br />
