Sherman <br />Executive Director <br /> <br />FROM: <br /> <br />Bruce Johnson, P.E, <br />Mike Serlet, P.E., Chief <br />Water Supply Planning and Finance Section <br /> <br />Dan McAuliffe <br />Acting CWCB <br />Director <br /> <br />DATE: July 2, 2007 <br /> <br />SUBJECT: Agenda Item 15a, July 11-12 Board Meeting <br />Water Supply Planning and Finance Section - New Project Loans <br />Henrylyn Irrigation District - Horse Creek Reservoir and Prospect <br />Reservoir Rehabilitation <br /> <br />I ntrod uction <br /> <br />The Henrylyn Irrigation District (HID) is applying for a $2,162,700 loan from the Severance Tax Trust <br />Fund Perpetual Base Account, to repair the outlet works and add toe drains at Horse Creek Reservoir, <br />and repair the outlet works at Prospect Reservoir, The estimated total cost of the project is <br />$2,403,000. Please see the attached Project Data Sheet. <br /> <br />BackQround <br /> <br />The HID service area consists of 32,745 acres of irrigated farm land in Weld County. The service <br />area starts about 2 miles west of Hudson and extends generally east and south along 1-76, to about <br />9 miles east of Keenesburg. The irrigated acreage within the service area is primarily used to grow <br />corn, beans, sugar beets, wheat, barley, sunflowers, alfalfa and grass hay. The HID is a taxing <br />district that levies a tax per acre based on benefits received, not an ad valorem property tax. Each <br />HID acre is entitled to a pro-rata share or allocation of the water available under HID's water rights. <br />The HID's direct flow water is diverted at the Burlington Canal Headworks and continues 16 miles to <br />and past Barr Lake. It then continues 25 miles in the Denver Hudson Canal to Horse Creek <br />Reservoir, and from there continues another 25 miles to Prospect Reservoir, The HID is divided <br />into 3 Divisions. The HID delivers water available from 123 shares of Burlington Barr stock and 560 <br />acres of FRICO Barr Division to 3,075 acres in Division I. From Horse Creek Reservoir, the Denver <br />Hudson Canal supplies irrigation water to 7 laterals and Lord Reservoir, providing water to 20,460 <br />acres in Division II. From Prospect Reservoir, the Prospect Lateral supplies irrigation water to two <br />laterals and Olds Reservoir delivering irrigation water to 9,210 acres. Average annual HID <br />diversions are 39,950 AF and delivery is 19,175 AF. <br /> <br />Horse Creek Reservoir - Horse Creek Reservoir is an on-stream reservoir on Horse Creek, <br />constructed in 1910, located in Weld County about 6 miles southeast of the Town of Hudson.
