<br />- 2 - <br /> <br />Drought Mitigation and Response Plan will be evaluated and recommended within the next year. <br />Rather, this report provides information required by the FEMA statute and regulations to assist <br />the DEM and Colorado Water Conservation Board (CWCB) staff with the 2007 update of the <br />state's Natural Hazard Mitigation Plan. <br /> <br />For this update, the CWCB, through its OWCDP staff, was responsible for providing relevant <br />updates for the drought portions of the State of Colorado Natural Hazards Mitigation Plan 2007 <br />Update. The CWCB then contracted with Leonard Rice Engineers, Inc. (LRE) to assist in this <br />effort. Working together, the team developed the following strategy to update the drought <br />information for inclusion in the 2007 Update. <br /> <br />Updates to the Plan were coordinated with the assistance of members of the W ater Availability <br />Task Force, specifically the chairs of the Impact Task Forces. In the event that the state's <br />Drought Mitigation & Response Plan is activated by the Governor, the ITFs are mobilized as <br />needed to coordinate the assessment of drought impacts as well as appropriate response and <br />mitigation actions. They utilize a broad range of information sources to gather and evaluate data <br />when the impact of drought is beyond local capabilities to cope with it. <br /> <br />Staff would like to call your attention to key portions of the Update for your review. Those <br />sections include: <br /> <br />Mitigation Strategy <br />Mitigation Actions <br />Coordination of Local Mitigation Planning <br />Plan Maintenance Process <br /> <br />These sections address the state's commitment to pursuing certain mitigation strategies and <br />actions and layout a process for the state to coordinate with local governmental entities. The <br />plan maintenance process section identifies a process for monitoring, evaluating, and updating <br />the Plan, and more importantly monitoring the progress of mitigation activities. <br /> <br />Recommendation <br /> <br />The OWCDP staff recommends that the Board approve the Updated Information Provided in <br />Support of the 2002 Colorado Drought Mitigation and Response Plan and forward to the <br />Colorado Division of Emergency Management for integration into the Colorado Natural Hazard <br />Mitigation Plan for ultimate submission to FEMA. <br /> <br />Attachments <br /> <br />.
