<br />United States. Recall the State was concerned that the provisions in the earlier <br />stipulations, absent terms contained in the April 2, 2003 agreement, created selective <br />subordinations of the Black Canyon water rights to only in-basin uses and attempted to <br />incorporate an Aspinall augmentation plan into the Black Canyon reserved right which <br />were not legal or administrable. <br /> <br />A status conference was scheduled June 29 to consider the revised stipulations set a <br />litigation and settlement schedule. Many parties want agreement on the revised <br />Stipulations for Withdrawal before the status conference. The revised stipulations do <br />not resolve all issues and the state has maintained that any outstanding issues be <br />considered in general settlement discussions. The situation remains that a large federal <br />reserved water right will leave the state with a long and difficult road if it is to protect <br />the ability of the state to utilize any significant Aspinall Unit water for future <br />development. <br /> <br />-PLATTE RIVER BASIN- <br /> <br />CWCB Awards a Water Efficiency Grant to Northern Colorado <br />Conservancy District: Northern Colorado Water Conservancy District (NCWCD) <br />was awarded $7,158 to aid in the development of a guided audio cell phone tour of <br />NCWCD Water Conservation Gardens and Interpretive Area. Visitors will call into a <br />toll-free number, which will guide them through each "stop" on the tour. The stops <br />will be indicated with a small sign at the location with a cell phone icon and a number. <br />The informative tour will act as education piece which will teach visitors about <br />xeriscaping, high-efficient sprinkler systems, Colorado's native grasslands, and where <br />Colorado's water (east and west of the divide) comes from. The project will consist of a <br />marketing strategy which will target newspapers, magazines, and design hand-outs, <br />along with tour signage that will incorporate the CWCB's logo recognizing <br />sponsorship. In addition, the Guide by Cell will offer statistics on how many visitors <br />have called the tour, which stops they've listened to, what time of day they called, <br />hence, the success will be tracked and measured for final reporting. The tour is <br />scheduled to be officially launched to the public on June 15, 2007. <br /> <br />Chatfield Reservoir Reallocation Study Update: A contingent representing a <br />strong coalition including fifteen water users and other project proponents traveled to <br />Washington D.C. during the week of June 17th in pursuit of water supply storage space <br />as part of the Chatfield Reservoir Reallocation Effort.
