Conclusion
A draft levee policy for Board consideration is attached. The primary purpose of this levee policy is to state
the position that levees should be used as structures of last resort and only after other measures, especially
nonstructural ones, have been fully considered. Levees should not be used as a means to facilitate the
development of currently undeveloped floodprone lands. Staff has been communicating with Jack Byers of
the Division of Water Resources (DWR) regarding this issue, and intends to fully coordinate and cooperate
with DWR with respect to all statewide levee issues.

Staff Recommendation
This agenda item is presented as an information item but is intended to initiate discussion between the
CWCB Board and staff, and to solicit feedback regarding the proposed levee policy. Although no formal
board action is requested at this time, the item will be brought back before the Board at its September 2007
meeting in Grand Junction for consideration and approval. Comments and feedback from this meeting will
be incorporated into the draft levee policy as needed.
