<br />Conclusion <br />A draft levee policy for Board consideration is attached. The primary purpose of this levee policy is to state <br />the position that levees should be used as structures of last resort and only after other measures, especially <br />nonstructural ones, have been fully considered. Levees should not be used as a means to facilitate the <br />development of currently undeveloped floodprone lands. Staff has been communicating with Jack Byers of <br />the Division of Water Resources (DWR) regarding this issue, and intends to fully coordinate and cooperate <br />with DWR with respect to all statewide levee issues. <br /> <br />Staff Recommendation <br />This agenda item is presented as an information item but is intended to initiate discussion between the <br />CWCB Board and staff, and to solicit feedback regarding the proposed levee policy. Although no formal <br />board action is requested at this time, the item will be brought back before the Board at its September 2007 <br />meeting in Grand Junction for consideration and approval. Comments and feedback from this meeting will <br />be incorporated into the draft levee policy as needed. <br /> <br />Attachment: Draft Levee Policy <br /> <br />Flood Protection.
